Where do legislators get the power to make laws such as ones that force a person to wear a seatbelt or not allowing the sale of fireworks to people over 18?

I can see why there are laws to make us safe from others ex: no speeding because you might hurt someone else) but if your old enough shouldent you, not the government be in charge of your safety?

I know someone who has been living in my area for over a year, but she still has her other states plates and license. I wanted to know any laws against this and what are consequences if action doesn’t take place.
This girl is ruining my boyfriends family and I want her gone, I don’t care what it takes. She has been mooching off them for almost two years and I can’t stand her and neither can any of us, except for her boyfriend who just so happens to be my boyfriends brother.
