Is there a state to state comparison for laws governing use of hazard flashers while driving?

I live in Florida, and we have a ludricous law here that does not allow people to use their flashers while driving during heavy rain. I know someone who received a ticket for this law, and a Florida judge threw it out. In fact, the judge used the phrase, ludicrious law. I’m trying to get a comparison on all 50 states’ laws on hazard flashers.

    The posted limit or your vehicle is no comparison that im aware of other than 15 below the law.
