What is the legal age of body piercing a minor with parental consent in NJ?

I would like to get a monroe piercing, but I need to know the legal age with parental consent. I’ve tried searching, but I’ve gotten several different answers. Some told me anyone under 18 must have parental consent, and some others told me that you must be 15 or older with parental consent. Does anyone know for sure what the legal age with parental consent is?
